Sacred Heart Plan Presented To Selectmen

The final concept plan for the former Sacred Heart recreation site at Deborah Sampson Park was submitted by the planner, Beals and Thomas, at the Selectmen's meeting on Tuesday, July 23.

According to the report, the design is "an understated yet elegantly designed informal recreational open space defined by stone dust pathways, ornamental trees and plantings, and earthen berms." It embodies "a minimal approach, essentially formalizing what is currently there" (a grassed field). Benches, a picnic area, a bike rack, and a planted buffer to Cedar Street are included. The pathways encircle the area, connect to existing walking and cross-country trails, and provide emergency vehicles access to the skating pond and park site. The design is ADA (disabilities) compliant.

Parking, with an additional 20 spaces, is controlled by boulders, ornamental plantings, and a landscaped rise. No lights, guide fences, or irrigation are included (or needed, according to planner). No significant trees need removal. The report states, "The use of the open field for sports practices may be considered if there is adequate scheduling . . . that maximizes times available for informal use."

Cost to create the new recreation site is estimated at $250,000. Stabilization of stone dust paths with a special spray (recommended to extend life and reduce maintenance) would add $67,000, and resurfacing the entire existing parking lot would add $160,000.

The Selectmen inquired about park lighting "for safety," which they intend to discuss with Police Chief. The planner stated that park lighting--about 12 lights--would cost about $20,000 per light.

Overall, residents taking part in the public process (three public meetings and commenting by e-mail) expressed satisfaction with the process and the outcome so far. The Selectmen will meet with the Sacred Heart Reuse Committee to consider further action.
